The Centers for Medicare & Medicaid Services (CMS) now manages dozens of quality reporting and value-based programs and initiatives that “encourage improvement of quality through payment incentives, payment reductions, and reporting information on health care quality on government websites,” according to the CMS website. Certain programs pay for performance, i.e., alter facility payments based on the results of the data they collect, while others, like the Ambulatory Surgical Center Quality Reporting (ASCQR) Program, pay for participation, or reduce payments only for facilities that fail to report.
